African-based Religion in the Americas; Visionary Appearances of the Virgin Mary; UFOs, Abductions, Alien Genetic Engineering

The Research Department has studied the request for informative materials which illuminate the Bahá'í perspective on the above-listed subjects raised by Mr. David García in his letter dated 15 May 1996 to the Universal House of Justice. We provide the following response:

1.
The Bahá'í Attitude and Response to the Religion of Santería (Lucumí, Candomblé) — and to Palo Kongo (Monte, Mayombe) and Macumba (Umbanda, Quimbanda)

Mr. García attaches a detailed description of these religious movements and their impact in the Americas. He refers to the African-based religions of the Americas as "modern religions of the Western Hemisphere based on the strong traditions of Yoruba [YOH-roo-bah] slaves, mixed with some aspects of Catholicism and influenced by modern theosophical "spiritism" (espiritismo)". While their followers are typically found in Cuba, Haïti, and Brazil, increasingly, these groups are attracting successful professionals, academics, and entertainers in New York, Miami and Los Angeles.

The explanatory material provided by Mr. García serves as background to the specific questions he poses.

1.1 Relationship with Sabaeanism

Mr. García enquires whether the traditional religion of the Yoruba of Nigeria derived from the religion of the Sabaean [Sah-BEE-an] Prophet (as some pilgrims' notes suggest)? And, given the similarities that appear to exist between pre-Christian European beliefs and religious forms and those found in Africa, he asks whether ancient European religion also derived from the original Sabaean religion? He provides the following definition of what he intends by the Sabaean religion:
The Sabaean religion here is the one that probably originated in the land of Saba (Sheba) in the south of the Arabian Peninsula..., not the Sabian [SAY-bee-an] religion ... that is referred to in the Qur'án and said to be made up of the remnants of the followers of John the Baptist who did not accept Jesus Christ [also called Mandeans in 'Iráq and Irán].

Before endeavouring to address these questions, it is useful to consider the fact that the Bahá'í Teachings contain few references to Sabaeanism. As Mr. García is aware, Bahá'u'lláh, in His Tablets in the Persian language, describes two different groups as Sabaeans. They are,

  • the followers of an ancient religion who worship idols named after stars and who claim to have taken their religion from Seth and Idrís;

  • the followers of John the Baptist who failed to recognise Jesus as the Manifestation of God. He further states that this group is known to some as Sabaeans and that it continues to exist in the world. [This is often spelled "Sabian" when referring to those who live in the Arabian Peninsula.]

As to the Sabaeans who claim to derive their religion from Seth and Idrís, the Research Department has, to date, been able to locate only one additional brief reference in the Bahá'í Writings to Seth. In The Promulgation of Universal Peace: Talks Delivered by 'Abdu'l-Bahá' during His Visit to the United States and Canada in 1912 (Wilmette: Bahá'í Publishing Trust, 1982), page 365, the Master describes Seth as one of the "sons of Adam". There are, however, two very interesting references to Idrís contained in a footnote which appears on page 148 of Tablets of Bahá'u'lláh Revealed after the Kitáb-i-Aqdas (Wilmette: Bahá'í Publishing Trust, 1988). One is a quotation from the Qur'án 19:57-58, which states: "And commemorate Idrís in the Book; for he was a man of truth, a Prophet; And we uplifted him to a place on high."

The second is a statement by Bahá'u'lláh in which He identifies Idrís with Hermes:
The first person who devoted himself to philosophy was Idrís. Thus was he named. Some called him also Hermes. In every tongue he hath a special name. He it is who hath set forth in every branch of philosophy thorough and convincing statements. After him Balínus [Pliny?] derived his knowledge and sciences from the Hermetic Tablets and most of the philosophers who followed him made their philosophical and scientific discoveries from his words and statements....

The connection between Idrís and Sabaeanism is interesting because it confirms not only the extreme antiquity of this group of Sabaeans, but also the fact that knowledge of the religion has spread over the earth — Bahá'u'lláh affirms concerning Idrís, "In every tongue he hath a special name". It should be noted, however, that Bahá'u'lláh does not specifically name Idrís as the Prophet of the Sabaeans.

In letters written on his behalf, cited below, Shoghi Effendi stresses the general lack of conclusive historical records concerning the origins of the Sabaean religion:
Regarding Mirza Abu'l-Fadl's statement in his book The Bahá'í Proofs to the effect that the great religions of the world, excluding the Dispensations of the Báb and Bahá'u'lláh, are seven in number: what the author meant by that statement is that there are only seven great religions of which there is some existing trace or record, and not that only seven religions have so far appeared in the world. These seven religions mentioned by Mírzá Abu'l-Fadl are the following: Zoroastrianism, Buddhism, Hinduism, Judaism, Christianity, Islám, and the religion of the Sabaeans, which was originally monotheistic, and became gradually corrupted, and to which Abraham's forefathers are believed to have belonged.
(9 July 1939 to an individual believer)

As to the religion of the Sabaeans, very little is known about the origins of this religion, though we Bahá'ís are certain of one thing, that the founder of it has been a divinely-sent Messenger. The country where Sabaeanism became widespread and flourished was Chaldea, and Abraham is considered as having been a follower of that Faith.
(10 November 1939 to an individual believer)

With reference to your question concerning the Sabaean and Hindu religions: there is nothing in the Teachings that could help us in ascertaining which one of these two Faiths is older. Neither history seems to be able to provide a definite answer to this question. The records concerning the origin of these religions are not sufficiently detailed and reliable to offer any conclusive evidence on this point.
(9 November 1940 to an individual believer)

The teachings throw no light on the Prophet of the Sabaeans. The followers of this religion lived in Ur of the Chaldees, where Abraham appeared.
(30 July 1941 to an individual believer)

For more information on this subject, Mr. García is also referred to the writings of Mírzá Abu'l-Fadl, specifically, The Bahá'í Proofs (Wilmette: Bahá'í Publishing Trust, 1983), and an article entitled "Explanation of Daniel's Interpretation of Nebuchadnezzar's Dream" which is published in Star of the West, 28 April 1916, volume VII, number 3, pages 17-24. A copy of this article is attached for ease of reference.

With regard to the specific questions raised by Mr. García, as he correctly notes, Shoghi Effendi in his talks to the pilgrims is reported to have described the followers of the traditional pagan African beliefs as the remnants of the Sabaeans. However, with the possible exception of the statement in the Tablet of Bahá'u'lláh concerning Idrís and the suggestion that knowledge of this religion was spread over the earth, the Research Department has not been able to locate any references in the Bahá'í Writings which address the issues raised by Mr. García.

1.2 Attitude of the Bahá'í Faith to "Yoruba-based New World Religions"

Mr. García enquires whether the Bahá'í Writings comment on the immense popularity and current explosive growth of these Yoruba-based religions in the New World and he asks about the Bahá'í view of the "possession" that takes place during the ceremonies that invoke the Yoruba "Orishas" [orishas, orizas] (spirits, gods).

While we have not found any specific reference to these religious movements in the writings of the Faith, Mr. García might well be interested in Shoghi Effendi's discussion of the "universal fermentation" that characterizes the "Age of Transition", one feature of which is the decline in recognised religions and the subsequent emergence of an increasing number of obscure cults, of strange new worships, of ineffective philosophies, whose sophisticated doctrines have intensified the confusion of a troubled age. [1]

As to the Bahá'í view of the "possession" that takes place during Yoruba ceremonies and other such "supernatural" phenomena, Mr. García might find it useful to refer to Some Answered Questions, page 252. 'Abdu'l-Bahá indicates that, in general, the "converse, presence and communications of spirits is but imagination and fancy, which only appears to have reality". The Universal House of Justice in a letter dated 30 August 1984 written on its behalf to an individual believer provides the following guidance concerning the attitude toward the "psychic arts" of other people:
The important thing for Bahá'ís to understand is that the influence of such "arts" is dependent on the conviction, even the sub-conscious conviction, of the person affected and, similarly, the power of the "priests" to overcome the influence is likewise an outcome of the sufferer's conviction that it is from the "priest" that he or she will be able to obtain help.

For Mr. García's study we attach a compilation entitled Psychic Phenomena and Practices which pertains, in a general way, to his question. We wish to draw his attention to the following extracts, drawn from this compilation, which summarize the teachings on this topic:
We must use the Writings of the Prophets as our measurement. If Bahá'u'lláh had attached the slightest importance to occult experiences, to the seeing of auras, to the hearing of mystic voices; if He had believed that reincarnation was a fact, He, Himself, would have mentioned all of these things in His Teachings. The fact that He passed over them in silence shows that to Him, they had either no importance or no reality, and were consequently not worthy to take up His time as the Divine Educator of the human race.

We must turn our faces away from these things, and toward the actual practice of His Teachings in our everyday life through our Bahá'í Administration, and in our contact with other people and the examples we give.
(From a letter dated 22 April 1954 written on behalf of Shoghi Effendi to an individual believer)

While such accounts are interesting and provoke one's curiosity, we have no way of checking the veracity of such experiences. Shoghi Effendi has advised in his letters to the friends who asked him about psychic powers that we do not understand the nature of such phenomena, that we have no way of being sure what is true and what is false, that very little is known about the mind and its workings, and that we should endeavour to avoid giving undue consideration to such matters.
(From a letter dated 16 May 1985 written on behalf of the Universal House of Justice to an individual believer)

With regard to Mr. García's question about how Bahá'ís might best teach "the people of the culture of these religions", since this is a matter which is better dealt with through discussion and requires knowledge of local conditions, it is suggested that it might be helpful for Mr. García to consult with his Local Spiritual Assembly or an Auxiliary Board member for specific ideas about how to proceed.

    2.
Visionary Appearances and Apparent Miracles of the Virgin Mary at Fátima (Portugal), Medugorje (Bosnia-Herzegovina) and Elsewhere

Mr. García asks about the Bahá'í view of these visions of the Virgin Mary, the explanation of the miracles that accompany such appearances, and the nature of the messages conveyed therein, and whether there might be some connection between the miracles and UFO sightings.

In addressing these issues, it may be helpful to begin by recalling the words of the Guardian's secretary in a 1 November 1940 letter written on his behalf in response to an individual believer who asked Shoghi Effendi about the validity of visions:
There is a fundamental difference between Divine Revelation as vouchsafed by God to His Prophets, and the spiritual experiences and visions which individuals may have. The latter should, under no circumstances, be construed as constituting an infallible source of guidance, even for the person experiencing them.

Moreover, the Universal House of Justice has provided specific guidance to various individual believers who have submitted to it similar queries. In a 3 July 1984 letter written on its behalf, for example, it offers the following comments:
While such accounts as the reported experiences in Garabandal and Fátima could be interesting and provoke one's curiosity, we have no way of checking the veracity of such experiences. Shoghi Effendi has advised in his letters to the friends who asked him about psychic powers that we do not understand the nature of such phenomena, that we have no way of being sure of what is true and what is false, that very little is known about the mind and its workings, and that we should endeavour to avoid giving undue consideration to such matters. God undoubtedly has many and various methods of awakening mankind to the significance of this day, but Bahá'ís, having recognized Bahá'u'lláh, should work in the full light of His Revelation and not divert their energies into fruitless speculations concerning such phenomena as those of Garabandal.

In addition to citing the above remarks of the Guardian with respect to the fruitlessness of speculation regarding psychic powers and phenomena, the Universal House of Justice offers the following guidance in a 28 July 1993 letter written on its behalf:

Concerning the many stories that circulate about the "Letters of Fátima", in a letter dated 29 November 1963, written to an individual believer by the Universal House of Justice, the following statement has been made:

...While this is extremely interesting and provokes one's curiosity, it is not a matter for speculation by the Bahá'ís. The answers to your questions are wholly the affairs of the Catholic Church, and none of our concern. We should rely on the Bahá'í Writings to attract the souls athirst for the life-giving Message of Bahá'u'lláh, and not writings of doubtful authority whose import is at best speculative.

Finally, in a 2 October 1981 letter written on its behalf to another believer, the Universal House of Justice writes as follows concerning the vision of Fátima:
As to your second question concerning the vision of Fátima, everyone is entitled to his own interpretations and is free to write about them as long as he does not ascribe his views to Bahá'í writings. Nothing has been found here in these writings concerning the visions at Fátima or what is referred to as the Fátima document.

    3.
UFOs, Alien Abduction and Genetic Engineering

Mr. García refers to a book entitled Abduction, written by a Harvard psychiatrist, Dr. John Mack, which posits that
... alien beings of a vastly superior intelligence, who are possibly from other planets or dimensions, or from our own distant future, have been conducting genetic experiments on unwilling humans to produce a crossbreed between humans and aliens (reportedly to repopulate our planet with a more peaceful species after we destroy ourselves).

Mr. García comments on the popularity of this topic and mentions that a number of Bahá'ís claim to have had experiences similar to those associated with abduction by aliens. He requests guidance concerning how to respond to such matters.

The Bahá'í Teachings do not deal specifically with the subjects of alien abduction and genetic engineering. The following extracts concerning unidentified flying objects might be of assistance to Mr. García:
There is nothing in the Teachings about spaceships; and the Guardian does not feel this is a subject on which he can offer the friends any advice whatsoever. Indeed, to be frank, he is so busy with the work of the Cause that he seldom has time to devote much thought to speculation of this nature, however fascinating it may be.
(From a letter dated 15 February 1957 written on behalf of Shoghi Effendi to several believers)

As you rightly state, Bahá'u'lláh affirms that every fixed star has its planets, and every planet its own creatures. The House of Justice states however, that it has not discovered anything in the Bahá'í Writings which would indicate the degree of progress such creatures may have attained. Obviously, as creatures of earth have managed to construct space probes and send them into outer space, it can be believed that creatures on other planets may have succeeded in doing likewise.

Regarding the attitude Bahá'ís should take toward unidentified flying objects, the House of Justice points out that they fall in the category of subjects open to scientific investigation, and as such, may be of interest to some, but not necessarily to everyone. In any case, Bahá'ís have a fundamental obligation at this stage of the development of the earth's people, that is, the responsibility of spreading the unifying Message of Bahá'u'lláh.

The following is the excerpt from the Aqdas addressed to the Presidents of the Republics of the Americas...
Hearken ye, O Rulers of America and the Presidents of the Republics therein, unto that which the Dove is warbling on the Branch of Eternity: “There is none other God but Me, the Ever-Abiding, the Forgiving, the All-Bountiful.” Adorn ye the temple of dominion with the ornament of justice and of the fear of God, and its head with the crown of the remembrance of your Lord, the Creator of the heavens. Thus counselleth you He Who is the Dayspring of Names, as bidden by Him Who is the All-Knowing, the All-Wise. The Promised One hath appeared in this glorified Station, whereat all beings, both seen and unseen, have rejoiced. Take ye advantage of the Day of God. Verily, to meet Him is better for you than all that whereon the sun shineth, could ye but know it. O concourse of rulers! Give ear unto that which hath been raised from the Dayspring of Grandeur: “Verily, there is none other God but Me, the Lord of Utterance, the All-Knowing.” Bind ye the broken with the hands of justice, and crush the oppressor who flourisheth with the rod of the commandments of your Lord, the Ordainer, the All-Wise.

January 17. On this date in 1908, Ruth Katherine Meyer was born. She would be named a Knight of Bahá'u'lláh for her pioneering work to Margarita Island in 1953.

"Knight of Bahá'u'lláh" was a title conferred to Bahá'ís who introduced the Bahá'í Faith to new territories during the Ten Year Crusade.

What has always struck me about the designation of Knights of Bahá'u'lláh is the arbitrariness with which the "virgin territories" were defined. For example, the Cook Islands and Tonga Island, both part of the Realm of New Zealand have distinct sets of Knights, while Niue and the Chatham Islands, also part of the Realm of New Zealand, are Knightless.

Several islands off the coast of Alaska have distinct Knights, like Baranof Island , Kodiak Island, and the Aleutian Islands. Yet other Alaskan islands, like the Pribilof Islands are Knightless.

The Brazilian state of Amapá has its own Knights (for Portuguese Guiana), while the other Brazilian states are Knightless.

Crete and Rhodes have Knights distinct from the Knights of mainland Greece, yet other Greek islands, like Santorini and Samos, are Knightless.

Key West has its own Knight, yet the other Florida Keys are Knightless.

Tiny islands, like Great Manan, have their own Knights. St. Thomas Island has its own Knight, yet the remaining Leeward Islands have one set of Knights, representing numerous politically and geographically independent islands. Similarly, the Windward Islands have one set of Knights, representing numerous politically and geographically independent islands.

April 8. On this date in 1916, 'Abdu'l-Bahá wrote his "Tablet to the Bahá’ís of the United States and Canada," which is the 6th part of his "Tablets of the Divine Plan", marking the first time writings of the Bahá’í Faith referred to Latin American countries.

April 8. On this date in 1916, 'Abdu'l-Bahá wrote his Tablet to the Bahá’ís of the United States and Canada, which is the 6th part of his Tablets of the Divine Plan, in the garden adjacent to the Shrine of Bahá’u’lláh, and addressed to the Bahá’ís of the United States and Canada. Included in multiple books, the first five tablets were printed in America in Star of the West - Vol. VII, No. 10, September 8, 1916, and all the tablets again after World War I in Vol. IX, No. 14, November 23, 1918.

On December 23, 1918, 'Abdu'l-Bahá sent his secretary Ahmad Sohrab to the United States to personally deliver the Tablets of the Divine Plan. These collective letters, along with Bahá’u’lláh’s Tablet of Carmel and ‘Abdu’l-Bahá's Will and Testament were described by Shoghi Effendi as "three of the Charters" of the Bahá’í Faith, which along with the Kitáb-i-Aqdas (which Shoghi Effendi described as "the basic laws and ordinances on which the fabric of His future World Order must rest") set the foundation of the Administrative Order. Ahmad Sohrab would later be declared a Covenant-breaker by Shoghi Effendi.
    He is God!
    O ye blessed souls:
I DESIRE for you eternal success and prosperity and beg perfect confirmation for each one in the divine world. My hope for you is that each one may shine forth like unto the morning star from the horizon of the world and in this Garden of God become a blessed tree, producing everlasting fruits and results.
Therefore I direct you to that which is conducive to your heavenly confirmation and illumination in the Kingdom of God!
It is this: Alaska is a vast country; although one of the maidservants of the Merciful has hastened to those parts, serving as a librarian in the public library, and according to her ability is not failing in teaching the Cause, yet the call of the Kingdom of God is not yet raised through that spacious territory.
His Holiness Christ says: Travel ye to the East and to the West of the world and summon the people to the Kingdom of God. 1 Hence the mercy of God must encompass all humanity. Therefore do ye not think it permissible to leave that region deprived of the breezes of the Morn of Guidance. Consequently, strive as far as ye are able to send to those parts fluent speakers, who are detached from aught else save God, attracted with the fragrances of God, and sanctified and purified from all desires and temptations. Their sustenance and food must consist of the teachings of God. First they must themselves live in accordance with those principles, then guide the people. Perchance, God willing, the lights of the Most Great Guidance will illuminate that country, and the breezes of the rose garden of the love of God will perfume the nostrils of the inhabitants of Alaska. Should you be aided to render such a service, rest ye assured that your heads shall be crowned with the diadem of everlasting sovereignty, and at the threshold of oneness you will become the favored and accepted servants.
Likewise the republic of Mexico is very important. *The majority of the inhabitants of that country are devoted Catholics. They are totally unaware of the reality of the Bible, the Gospel and the new divine teachings. * They do not know that the basis of the religions of God is one and that the holy Manifestations are like unto the Sun of Truth, rising from the different dawning-places. Those souls are submerged in the sea of dogmas. If one breath of life be blown over them, great results will issue therefrom. But it is better for those who intend to go to Mexico to teach, to be familiar with the Spanish language.
Similarly, the six Central American republics, situated south of Mexico—Guatemala, Honduras, Salvador, Nicaragua, Costa Rica, Panama and the seventh country Belize or British Honduras. The teachers going to those parts must also be familiar with the Spanish language.
Attach great importance to the indigenous population of America. For these souls may be likened unto the ancient inhabitants of the Arabian Peninsula, who, prior to the Mission of Muḥammad, were like unto savages. When the light of Muḥammad shone forth in their midst, however, they became so radiant as to illumine the world. Likewise, these Indians, should they be educated and guided, there can be no doubt that they will become so illumined as to enlighten the whole world.
All the above countries have importance, but especially the Republic of Panama, wherein the Atlantic and Pacific Oceans come together through the Panama Canal. It is a center for travel and passage from America to other continents of the world, and in the future it will gain most great importance.
Likewise the islands of the West Indies, such as Cuba, Haiti, Puerto Rico, Jamaica, the islands of the Lesser Antilles, Bahama Islands, even the small Watling Island, have great importance; especially the two black republics, Haiti and Santo Domingo, situated in the cluster of the Greater Antilles. Likewise the cluster of the islands of Bermuda in the Atlantic Ocean have importance.
In a similar way, the republics of the continent of South America—Colombia, Ecuador, Peru, Brazil, British Guiana, Dutch Guiana, French Guiana, Bolivia, Chile, Argentina, Uruguay, Paraguay, Venezuela; also the islands to the north, east and west of South America, such as Falkland Islands, the Galapagòs, Juan Fernandez, Tobago and Trinidad. Likewise the city of Bahia, situated on the eastern shore of Brazil. Because it is some time that it has become known by this name, its efficacy will be most potent.
In short, O ye believers of God! Exalt your effort and magnify your aims. His Holiness Christ says: Blessed are the poor, for theirs shall be the Kingdom of Heaven. 2 In other words: Blessed are the nameless and traceless poor, for they are the leaders of mankind. Likewise it is said in the Qur’án: “And We desire to show favor to those who were brought low in the land, and to make them spiritual leaders among men, and to make of them Our heirs.” 3 Or, we wish to grant a favor to the impotent souls and suffer them to become the inheritors of the Messengers and Prophets.
Now is the time for you to divest yourselves of the garment of attachment to this world that perisheth, to be wholly severed from the physical world, become heavenly angels, and travel to these countries. I swear by Him, besides Whom there is none other God, that each one of you will become an Isráfíl of Life, and will blow the Breath of Life into the souls of others.
Upon you be greeting and praise!
    Supplication
O THOU Incomparable God! O Thou Lord of the Kingdom! These souls are Thy heavenly army. Assist them and, with the cohorts of the Supreme Concourse, make them victorious, so that each one of them may become like unto a regiment and conquer these countries through the love of God and the illumination of divine teachings.
O God! Be Thou their supporter and their helper, and in the wilderness, the mountain, the valley, the forests, the prairies and the seas, be Thou their confidant—so that they may cry out through the power of the Kingdom and the breath of the Holy Spirit. Verily, Thou art the Powerful, the Mighty and the Omnipotent, and Thou art the Wise, the Hearing and the Seeing.

March 30. On this date in 1937, Hooper Dunbar was born in Los Angeles. He worked as an actor prior to leaving Hollywood for Central America in 1958. Hooper Dunbar served as a member of the National Spiritual Assembly of the Bahá’ís of Nicaragua from its inception in 1961 to 1963, when he represented that Assembly at the first International Convention in Haifa, Israel. Subsequently, he was appointed as an Auxiliary Board for the Protection of the Faith in the Americas and served from 1963 to 1968, and then as a Counsellor for the Protection and Propagation of the Faith from 1968 1973, also for the Americas. He took up residence in Israel in 1973 when he was named as one of the founding members of the International Teaching Centre. Mr. Dunbar served as a member of that institution for fifteen years, until he was elected to the Universal House of Justice in 1988 and retired from that body in 2010.

His career is typical for individuals in the Bahá’í hierarchy, whether in an elected office or in an appointed offce from which the higher elected officials invariably come from.
At all levels, including the LSAs, Bahá’í leaders are generally as authoritarian, if not more, than clergy from other religious faiths, which as Dale Husband points out, is one of the Four Ways to Create a Religion of Hypocrites:
    1. State that religion no longer needs clergy……and replace them with leaders that are as authoritarian as the clergy ever was.
    2. Claim that men and women should be equal……but then deny women membership in the all-powerful leadership council of the religion.
    3. Condemn as heretics those who believe in your religion but dare to challenge the claims of your religion’s current leadership, while at the same time claiming to welcome as friends the followers of other religions.
    4. Claim there is harmony between science and religion, but also claim that anything your leaders say is absolutely true, even if on topics science is expected to address. Any one of these makes a religion not worth following, but what do you do if you find a religion that has all four such contradictions

March 5. On this date in 2013, Mas’ud Khamsi died in Lima, Peru. Elected as the inaugural Chairman of the independent NSA of Bolivia, he also served as a Continental Counsellor and as a member of the International Teaching Center.

Born in 1922 in Iran, Mas’ud Khamsi left Iran in 1957 to pioneer to South America during the Ten Year Crusade.

Mas’ud Khamsi served as an inaugural member of the Local Spiritual Assembly of La Paz, Bolivia, when it was established in 1960. He served on the joint National Spiritual Assembly of Argentina, Bolivia, Chile, Paraguay, and Uruguay in the early 1960's, and was elected as the inaugural Chairman of the independent National Spiritual Assembly of Bolivia when it was established in 1961. In 1962 he was appointed an Auxiliary Board Member for Protection for the Western Hemisphere, succeeding Mildred Mottahedeh. In 1963 he spoke at the Bahá'í World Congress during a session on pioneering.

He returned to Iran at some point in the 1960's and was appointed as an inaugural Counselor for West Asia in 1968. He returned to South America in 1969, and was appointed as a Counsellor for South America. He traveled across South America extensively in his role as Counsellor, and accompanied Rúḥíyyih Khánum on the Green Light Expedition, a lengthy teaching tour of South America undertaken by boat in 1975. He was appointed the Trustee of the Continental Funds of South America in 1976, in addition to continuing to serve as Counsellor.

In 1962, in his role as an Auxiliary Board Member, Mas’ud Khamsi was sent to Chile along with Abu'l-Qásim Faizi in order to investigate (also mentioned here) "members of the National Spiritual Assembly of Chile, residing in Loncoche, Fabienne. Guillon and Sr. Pallés, [who] have become Covenant-breakers, supporting the false claims of Mason Remey."

In 1983 Mas’ud Khamsi was appointed to the International Teaching Centre for a five year term. In 1985 he, and Ruth Pringle, accompanied Rúḥíyyih Khánum to a meeting with Panama's Minister of Government and Minister of Justice to discuss the construction of a radio station by the countr's National Spiritual Assembly. He was reappointed to the ITC for a second five year term in 1988, and retired from the body in 1993.

February 1. On this date in 1921, Leonora Holsapple Armstrong, the first Bahá’í to permanently settle in Brazil and the "Spiritual Mother of the Bahá’ís of Latin America," arrived in Rio de Janeiro.
Leonora Holsapple Armstrong, was born in Hudson, New York, on June 23, 1895.

On October 17, Leonora Holsapple Armstrong, died in Salvador, Bahia, Brazil.

'Abdu'l-Bahá had previously linked the name "Bahia" to "Bahai".

On April 8, 1916, 'Abdu'l-Bahá wrote his Tablet to the Bahá’ís of the United States and Canada, which is the 6th part of his Tablets of the Divine Plan, in the garden adjacent to the Shrine of Bahá’u’lláh, and addressed to the Bahá’ís of the United States and Canada. Included in multiple books, the first five tablets were printed in America in Star of the West - Vol. VII, No. 10, September 8, 1916, and all the tablets again after World War I in Vol. IX, No. 14, November 23, 1918. The Tablet to the Bahá’ís of the United States and Canada refers to the city of Bahia.

October 19. On this date in 1966, Malcolm King, who had been named a Knight of Bahá’u’lláh for British Guiana, died in Jamaica.

Malcolm King became a Bahá’í in March 1931 and was elected a member of the Spiritual Assembly of the Bahá’ís of Milwaukee, Wisconsin, on April 20, 1931 and served on that board for nine years

He left Milwaukee to pioneer in the first Seven Year Plan set forth by Shoghi Effendi (1937-1944), and he remained a pioneer for the rest of his life, serving also in the Second Seven Year Plan, the World Crusade and the Nine Year Plan.

Malcolm King pioneered to Nicaragua, Haiti, the Dominican Republic, Antigua, British Guiana and Jamaica. Shoghi Effendi appointed him a Knight of Bahá’u’lláh in October 1953 when he set out for British Guiana at the beginning of the World Crusade.

In 1961 Jamaica became his last pioneering post, where he died at approximately eighty-one years of age on October 19, 1966.

September 7. On this date in 1962, the Custodians addressed a letter to the Hands of Cause of God about "the activities of the supporters of Mason Remey in Latin America."
To the Hands of the Cause of God
Since our last letter to you, news has reached us of the activities of the supporters of Mason Remey in Latin America. A cablegram was received from the National Spiritual Assembly of Chile informing us that Fabienne Guillon, long-time member of the Chilean and Regional Assembly, and the other members of the Local Assembly of Loncoche, Chile, had ac-cepted the claims of Remey.
Mas'úd Khamsí, Auxiliary Board member for Protection and a former member of the Regional Assembly which included Chile, was sent immediately to the spot by the Hands in the Western Hemisphere, following an exchange of cables with the World Centre. The National Assembly of Chile was cabled to have all the friends refrain from association with Guillon and other affected persons until a full investigation can be made. We are following the agreed steps of meeting and trying to save these people before expelling them from the Faith, in case all, or some, of them because of their inexperience, lack of sufficient knowledge of Covenant-breaking or Covenant-breakers, may have been unduly influenced and will renounce such baseless claims once the situation is clear to them.
This new flare-up has come apparently as a result of Bernardo Fillon returning to South America from France. The National Spiritual Assembly of Chile wrote us a letter which arrived after their cable about Loncoche telling us that Fillon was there trying to influence the friends. It now seems fairly apparent that following a meeting in France, some of the key-conspirators of Mason Remey have gone out to renew their efforts to damage the Cause and undermine the faith of the friends.
Therefore, the things we shared with you in our recent letter concerning the application of the beloved Guardian's cable of June 4, 1957 to all the Continental Hands and National Spiritual Assemblies becomes even more urgent and vital. We must all redouble our vigilance and intensify our efforts to combat the spread of their evil influence wherever we find it.
We are preparing a letter to all National Spiritual Assemblies on this subject, and the significance of that June 4, 1957 cable of Shoghi Effendi. We are sending a special letter to Latin America including the above, but also giving them some background to share with the friends on the significance of Covenant-breaking so they will be better able to resist their insidious efforts.
We have asked dear Varqá to go to France to help strengthen that Community and to consult with die, National Spiritual Assembly. He is there now and will remain for fifteen days. Amatu'l-Bahá Rúhíyyih Khánum arrives in the World Centre Sunday from Europe. Faizí reports thrilling victories and wonderful news of his visit, to Bolivia, and also comments strongly on the grave general weakness of many Latin American areas. Leroy goes to America on personal business, after his trip to Europe where lie has visited the. summer schools and made valuable visits to National Spiritual Assemblies of the Scandinavian countries and Germany. Muhájir is here at present, and is lending his valuable help to our consultations.
There has also been a wonderful flow of good news from the Bahá'í world. The Prime Minister of Uganda and his Personal Secretary, accompanied by the Director of Public Relations from the Israel Foreign Office with the possible future Israeli Ambassador to Uganda visited the Shrine of the BAb. The Prime Minister, Apollo Milton Obote was our guest of honour at a luncheon in the House of the Master. This is for your infor-mation as it will appear later in the News Letter from the International Council.
News of additional victories in the Philippines has reached us. They have increased their number to 2,000 believers. Since Ridvan they have doubled their centres to nearly 200. Among the new believers are mem-bers from four different tribes.
The teaching victories continue also in the Indian sub-continent, Africa and Bolivia. Dear Enoch, accompanied by Auxiliary Board member Max Kenyerezi, has arrived this week in die Congo and we are confident that ever-greater victories will be forthcoming from that fruitful area, following the success of his trips to Tanganyika, Kenya and Uganda.
We would be grateful for any news that you may have which might indicate increased activities by the enemies in your area, so that we may anticipate and minimize them.
We are all visiting the Shrine of the Blessed Beauty this afternoon, and will remember you in our prayers, and shall supplicate alt. that sacred Thresh-old that even greater victories may flood the earth during these precious, rapidly passing hours of our beloved Guardian's glorious Crusade.
    With warmest Bahá'í love,
In the service of the beloved Guardian,

    The Universal House of Justice
    Department of the Secretariat
    27 July 2000
To the Friends Gathered at the Youth Congress in the Dominican Republic
    Dear Bahá’í Friends,
The Universal House of Justice hails your gathering and has instructed us to forward the following paragraphs from a message it sent to the youth congress held in Paraguay earlier this year which embodies its hopes for your congress as well as its sister gatherings in El Salvador, Canada and Ecuador.
You have come together to examine the progress of a youth movement which embraces larger and larger numbers of participants from generation to generation. As you deliberate on the issues before you, you can take pride in the accomplishments of the community of the Greatest Name in your continent. Youth have played a key role in the impressive unfoldment of the Four Year Plan throughout Latin America, and you can look forward with confidence to the harvest you are destined to reap.
As we recently stated, advancing the process of entry by troops will remain the focus of the global Plans that will carry the Bahá’í community to the end of the first century of the Formative Age. You and those who will be attracted to the Faith through your teaching efforts will bring about signal developments that will mark this twenty-one year period. As a result of recent endeavors to consolidate the work of institutes, your communities are now endowed with the capacity to address the training needs of your rapidly growing ranks. This training will help you exploit the opportunities offered you at this crucial moment in history. In the face of these opportunities, you need to examine and shape the discourse in which you will engage.
At the end of the twentieth century, the majority of the population of Latin America is under the age of 30. As this generation of youth assumes the responsibilities of conducting the affairs of society, it will encounter a landscape of bewildering contrast. On the one hand, the region can justly boast brilliant achievements in the intellectual, technological and economic spheres. On the other, it has failed to reduce widespread poverty or to avoid a rising sea of violence that threatens to submerge its peoples. Why—and the question needs to be asked plainly—has this society been impotent, despite its great wealth, to remove the injustices that are tearing its fiber apart?
The answer to this question, as amply evidenced by decades of contentious history, cannot be found in political passion, conflicting expressions of class interest, or technical recipes. What is called for is a spiritual revival, as a prerequisite to the successful application of political, economic and technological instruments. But there is a need for a catalyst. Be assured that, in spite of your small numbers, you are the channels through which such a catalyst can be provided.
Be not dismayed if your endeavors are dismissed as utopian by the voices that would oppose any suggestion of fundamental change. Trust in the capacity of this generation to disentangle itself from the embroilments of a divided society. To discharge your responsibilities, you will have to show forth courage, the courage of those who cling to standards of rectitude, whose lives are characterized by purity of thought and action, and whose purpose is directed by love and indomitable faith. As you dedicate yourselves to healing the wounds with which your peoples have been afflicted, you will become invincible champions of justice.
The House of Justice has asked that we convey to all the participants at the congress the assurance of its loving prayers for the success of your deliberations.
    With loving Bahá’í greetings,
    Department of the Secretariat
