On this date in 1964, Shoghi Effendi wrote "Reference is made to your letter of April 8th in which you ask: 'Does a disciplinary action for disobedience to the Guardian carry the same implications as Covenant-breaking of an ideological order?' There is no distinction between the two concepts. All Covenant-breakers, regardless of the nature of their disobedience to the Covenant should be treated in exactly the same manner."
