April 5. On this date in 1922, some four months after returning to Haifa subsequent to the death of ‘Abdu’l-Bahá, Shoghi Effendi left Haifa with his eldest cousin and close friend, Ruhi Afnan who he would later declare a Covenant-breaker, for rest and relaxation in the Bernese Oberland in the Swiss Alps. In his absence, Shoghi Effendi placed Bahíyyih Khánum as Head of the Cause, and later that month the "Star of the West" magazine would publish letters from Shoghi Effendi and Bahíyyih Khánum explaining the situation. Ruhi Afnan would be declared a Covenant-breaker in a series of cablegrams in the 1950's.

The cablegrams concerning the declaration of Ruhi Afnan a Covenant-breaker include one from December 13, 1951 titled "Old and New Covenant-Breakers" where Shoghi Effendi says, "Evidences multiplying attesting Ruhi's increasing rebelliousness, efforts exerted my eldest sister pave way fourth alliance members family Siyyid 'Alí involving marriage his granddaughter with Ruha's son and personal contact recently established my own treacherous, despicable brother Riaz with Majdi'd-Din, redoubtable enemy Faith, former henchman Muhammad-'Ali, Archbreaker Bahá'u'lláh's Covenant.

He (the Guardian) sincerely hopes that the translation of Dr. Esslemont's book will proceed at a rapid pace, because no real advance can be made in the teaching work without proper literature, and this book is undoubtedly the most comprehensive exposition of the Teachings yet written. The language should, however, be worthy of the theme otherwise it would not make the necessary appeal to the educated classes.
Shoghi Effendi was very pleased to hear that Keith (Ransom-Kehler) has achieved some success in Japan. The explicit promise of Bahá'u'lláh is that God's spirit will assist all those who, with a sincere and detached heart, arise to spread the teachings. There is no reason for astonishment therefore if the teachers of the Cause find success in their work. May God's spirit continue to sustain them.

Dear Miss Wright:
Shoghi Effendi was delighted to receive you letter of March 31st, 1933 and obtain the news of your safe arrival to Holland. He sincerely hopes that you will pick up the threads of the work you did there last year and gradually confirm in the teachings those you had interested.
You may be interested to know that Mr. and Mrs. Max Greeven will soon be in Rotterdam, if they are not there already, to attend to the publication of Dr. Esslemont’s book into Dutch. As they are expecting to get in touch with Captain Liebau who is now in Holland, you can therefore reach them through him.
There is also a young man by the name of Grosfeld, who is Dutch and has been living in the Dutch East Indies, who is coming back to reside in Holland. He is travelling through the United States to meet the friends there.
With all you people centered in Holland some really lasting and wonderful work should be accomplished. But, naturally, much will depend upon you, who will act as the teacher and will stay in the country for some time. They can be very helpful to create for you new contacts, and introduce you to circles where they are known, and in which you could not otherwise enter, or obtain access to. The introductions that you possess are also very valuable and helpful.
Shoghi Effendi wishes me to assure you of his prayers and best wishes for a successful campaign. He trusts that God will guide you and enable you to create a strong and permanent center in that country. He will be eagerly awaiting the news of your activities and the progress of your work.

John Esslemont was a leading Bahá'í who appears repeatedly at key points in Bahá'í history. For example, at the time of 'Abdu'l-Bahá's death in Acre on November 28, 1921, Shoghi Effendi was a twenty-four-year-old student enrolled at Balliol College, Oxford. Upon reading the telegram announcing 'Abdu'l-Bahá's death, in the home of Wellesley Tudor Pole who was Secretary of the London Local Spiritual Assembly, Shoghi Effendi passed out. Only after spending a few days with John Esslemont did Shoghi Effendi leave England, on December 16, 1921, accompanied by Lady Blomfield and his eldest sister, Ruhangiz, who he would later declare a Covenant-breaker.
John Esslemont's book Bahá'u'lláh and the New Era remains an important text that has been used in Bahá'í missionary activity. However, from in its initial publication to later editions, Bahá'u'lláh and the New Era has been significantly edited, with references to Avarih removed in subsequent editions published after Avarih's apostasy from the Bahá'í Faith.

Perhaps the most important change in Bahá'u'lláh and the New Era was made on page 212 of the 1923 edition. Recorded as a Bahá'í prophecy (59) concerning the "Coming of the Kingdom of God," Esslemont cited Abdu'l-Bahá's interpretation of the last two verses of the Book of Daniel from the Bible. He stated that the 1335 days spoken of by Daniel represented 1335 solar years from Muhammad's flight to Medina in 622 A.D., which would equal 1957 A.D.. When asked "'What shall we see at the end of the 1335 days?'," Abdu'l-Bahá's reply was: "'Universal Peace will be firmly established, a Universal language promoted. Misunderstandings will pass away. The Bahá'í Cause will be promulgated in all parts and the oneness of mankind established. It will be most glorious!'" (60) In editions published after his death, Esslemont's words have been changed to say that Abdu'l-Bahá "reckoned the fulfillment of Daniel's prophecy from the date of the beginning of the Muhammadan era " (61) and one of Abdu'l-Bahá's Tablets is quoted on the same subject in which he writes, "'For according to this calculation a century will have elapsed from the dawn of the Sun of Truth....'" Esslemont appears to conclude that Abdu'l-Bahá was referring to the year 1963 and the one hundredth anniversary of Bahá'u'lláh's public claim to be a Manifestation of God. (62) These words, however, were never written by the author, but were added posthumously. And, it should be noted that the phrase "'the dawn of the Sun of Truth'" is not a reference to a particular year, in this case 1863, but to a period of years when the Bab and his followers were preparing the way for the Manifestation of Bahá'u'lláh. Hence, they are commonly referred to as the "Dawn-Breakers." (63) Further, in another quotation which originally appeared on the same page, but was also removed from later editions, Abdu'l-Bahá plainly stated, "' This is the Century of the Sun of Truth. This is the Century of the establishment of the Kingdom of God upon the earth.'" (64) Esslemont recorded Abdu'l-Bahá as declaring explicitly that the prophecy was to be computed from the Hijra or 622 A.D. and that specific conditions would exist in the world upon it's fulfillment in 1957. When it became apparent that this Bahá'í prophecy would not be fulfilled, it was replaced with the ambiguous material which has remained in the text to the present. This is evident from the fact that, although Esslemont's other eyewitness accounts were removed in the 1937 revision, the record of Abdu'l-Bahá's prophecy was left intact by the American National Spiritual Assembly and Shoghi Effendi. It was not changed until after 1957. (65) Also, Abdu'l-Bahá's conviction that all of these events would take place in this century have been expressed in other writings and it is evident that Shoghi Effendi shared his optimism as well. (66)

We have received an email letter of 23 July 2005 from Mr. __...[Personal information omitted]... It would be appreciated if you would convey the following information and the enclosed item to Mr. __...[Personal information omitted]... Enclosed you will find a memorandum prepared by the Research Department that should be of assistance to him in resolving his questions. In addition to this information, the Universal House of Justice has asked that we provide the following comments to be conveyed to him.
With regard to your questions about the authority of letters written on behalf of Shoghi Effendi, particularly those sent from the Holy Land during the latter part of his ministry, there is no justification for summarily dismissing the authoritative guidance contained in this body of correspondence. If concerns arise in relation to specific messages or topics addressed, clarification can be sought from the Universal House of Justice.
As to your question concerning when a matter is referred to the Research Department, this is determined by the Universal House of Justice depending on the nature of the inquiry. For example, in reply to questions regarding interpretation of the Text or the findings of general scholarship, the Research Department would provide references from the authoritative texts and offer comments that assist inquirers to draw their own personal conclusions. Other questions that require a decision on a specific case, consideration of general policies, or elucidation of obscure matters would, after consultation by the House of Justice, be referred to the Department of the Secretariat for reply.
Finally, you ask whether Bahá'ís should accept all statements in the Writings as based in fact, unless there is an explicit reference to a particular statement being conditioned on other information. It should be clear from the examples provided in the memorandum of the Research Department that there are some cases where passages from the Writings affirm specific facts and other cases where passages conform to the beliefs of particular peoples. It is, therefore, necessary for the reader to determine the meaning of statements that are not explicit by applying sound hermeneutical principles found in the Teachings. While there is often room

for a range of personal interpretation on such matters, and a degree of ambiguity will invariably exist in some cases, usually a common understanding is formed, which will change over time should additional evidence come to light. Differences of personal opinion about the meaning of the Text should not be allowed to create discord or wrangling among the friends.

Letters written on Behalf of the Guardian
In an email letter of 23 July 2005 addressed to the Universal House of Justice, Mr. __ poses a number of questions concerning the degree of authority to be accorded to the letters written on behalf of Shoghi Effendi and to the memoranda prepared by the Research Department, and he enquires whether all statements in the Writings should be accepted as being "based in fact, unless explicitly stated as being conditioned on other information". The Research Department has studied the issues raised by Mr. __, and we offer the following comments.
Letters Written on Behalf of Shoghi Effendi
Reference is made to statements on the Internet which apparently infer that the Guardian discontinued the practice of reviewing all letters written on his behalf when the amount of correspondence increased. Mr. __ seeks confirmation of the fact that Shoghi Effendi continued to review all letters written on his behalf until the end of his life. The Research Department sets out below the only information it has, to date, been able to locate on this subject.
In a postscript appended to a letter dated 7 December 1930, written on his behalf to an individual believer, Shoghi Effendi described the normal procedure he followed in dealing with correspondence written on his behalf:
I wish to add and say that whatever letters are sent in my behalf from Haifa are all read and approved by me before mailing. There is no exception whatever to this rule.
Given the Guardian's categorical assertion, it follows that any "exception" to "this rule" would require his explicit permission. For example, in the latter years of his ministry, Shoghi Effendi assigned to the Hand of the Cause Leroy Ioas the special responsibility for monitoring the progress of the goals of the Ten Year Crusade. In implementing this specific function, Mr. Ioas worked under the close supervision of the Guardian; however, not all of his letters–for example, those simply requesting information about the goals–were viewed by Shoghi Effendi before being transmitted.
Mr. __ also enquires about the relative degree of authority associated with letters written on behalf of Shoghi Effendi. He indicates that he is puzzled by a statement in a letter written on the Guardian's behalf, which indicates that such letters are "less authoritative", especially since he presumes that Shoghi Effendi would have reviewed these letters prior to their being sent out. It seems likely that the statement referred to by Mr. __ is contained in the following extract from a letter dated 25 February 1951 written on behalf of the Guardian to a National Spiritual Assembly. It is suggested that a careful reading of this statement, which is cited below, will resolve the concern raised by Mr. __. The extract states,

Although the secretaries of the Guardian convey his thoughts and instructions and these messages are authoritative, their words are in no sense the same as his, their style certainly not the same, and their authority less, for they use their own terms and not his exact words in conveying his messages.

Note that the letters written on behalf of the Guardian are also described as being "authoritative". No additional information has, to date, come to light on this subject.
Status of Research Department Memoranda
Mr. __ raises a number of issues concerning the authority of memoranda prepared by the Research Department and wishes to know whether "believers could resubmit their questions, if they felt it necessary to have a more 'authoritative' answer than the Research Department could provide". We cite, below, an extract from an English translation of a letter dated 26 January 2003 in Persian, written on behalf of the Universal House of Justice to an individual believer, which contains guidance pertaining to some of the issues raised by Mr. __:
According to the guidance of the House of Justice, letters received at the Bahá'í World Centre are sent to various Departments, according to their topic. For instance, all the letters related to the Research Department are sent to that Department so that, with the guidance of the House of Justice, appropriate responses could be prepared which are then sent out through its Department of the Secretariat.
In response to your question, it should be said that while the answers from the Research Department are prepared according to the instructions of the House of Justice, they should be regarded as opinions of that Department. These views, although quite useful and helpful in illuminating and clarifying the issues or questions at hand, should not be regarded as being as authoritative as the guidance and pronouncements of the Universal House of Justice. The House of Justice has decided that material prepared by the Research Department should be sent out unchanged to the recipients, as it would like the friends to consider and study the material with great diligence. Of course, accepting the comments and opinions of the Research Department does not hinder the friends from using their own judgement in understanding and explaining issues. The personal understandings of the Bahá'ís in these cases are, of course, respected in their own right.
Bahá'í Writings Based in Fact?
Mr. __ expresses the view that in order to develop "a coherent unity of thought among believers" it is necessary to resolve the issue concerning whether "Bahá'ís should accept all statements in the Writings as based in fact, unless explicitly stated as being conditioned on other information". He elaborates his point by referring to statements in the Writings of Bahá'u'lláh and 'Abdu'l-Bahá. For example, he notes that in "The Promulgation of Universal Peace"1 the

Master indicates that the Pentateuch prescribes "the cutting off of the hand of the thief". In this regard, he asks if Bahá'ís are "to confidently accept that this was in fact ... the law (and subsequently lost to the scriptures), or that 'Abdu'l-Bahá was merely doctrinally infallible, and that the essential point was the principle He was trying to convey". He, thus, seeks clarification of a statement in a letter dated 3 June 1982 written on behalf of the Universal House of Justice that appears on a Web site. This letter distinguishes between the nature of the infallibility of 'Abdu'l-Bahá and of the Guardian as it relates to "subjects not pertaining to the Faith". The extract in question is as follows:
2. There is nothing in the Writings that would lead us to the conclusion that what Shoghi Effendi says about himself concerning statements on subjects not directly related to the Faith also applies to 'Abdu'l-Bahá. Instead we have assertions which indicate that 'Abdu'l-Bahá's position in the Faith is one for which we find "no parallel" in past Dispensations. For example, Bahá'u'lláh, in addition to His reference to the Centre of His Covenant as the "Mystery of God", states that 'Abdu'l-Bahá should be regarded as God's "exalted Handiwork" and "a Word which God hath adorned with the ornament of His Own Self, and made it sovereign over the earth and all that there is therein". And from Shoghi Effendi we have the incontrovertible statement that the Guardian of the Faith while "overshadowed" by the "protection'' of Bahá'u'lláh and of the Báb, "remains essentially human", whereas in respect of 'Abdu'l-Bahá Shoghi Effendi categorically states that "in the person of 'Abdu'l-Bahá the incompatible characteristics of a human nature and superhuman knowledge and perfection have been blended and are completely harmonized".
By way of introduction we wish to note that the statements of 'Abdu'l-Bahá referred to by Mr. __ are from the Master's published talks. It was the custom that, as He delivered these talks, His words were written down in Persian, and the words of the translator were taken down in English, bringing the reliability and accuracy of the translations and the transcriptions into question. As a consequence, the authority of most talks and verbal utterances of 'Abdu'l-Bahá is not the same as that accorded to His written Text. This principle and the general status of such compilations as "The Promulgation of Universal Peace" and "Paris Talks" are elaborated in the following extract from a letter dated 9 March 1977 written on behalf of the Universal House of Justice to an individual believer:
Among the utterances of 'Abdu'l-Bahá, foremost is the compilation of His immortal talks entitled "Some Answered Questions". The original of this important compilation is preserved in the Holy Land; its text was read in full and corrected by 'Abdu'l-Bahá Himself. The translation, although not perfect, was considered by the Guardian to be adequate for the time being; in due course it will be thoroughly checked and improved, of course. Unfortunately, 'Abdu'l-Bahá did not read and authenticate all transcripts of His other talks, some of which have been translated into various languages and published. For many of His addresses included in "The Promulgation of Universal Peace" and "Paris Talks", for example, no original authenticated text has yet been found. However, the Guardian allowed such compilations to continue to be used by the friends, and the Universal House of Justice has indicated that the same ruling applies to "Star of the West". In the future each talk will have to be identified, and those which are unauthenticated will have to be clearly distinguished from those which form a part of Bahá'í Scripture. This does not mean that the unauthenticated talks will have to cease to be used–

merely that the degree of authenticity of every document will have to be known and understood.
With regard to the two references in "The Promulgation of Universal Peace", to the punishment in question, the first appears in a talk dated 12 October 1912 and the second in a talk of 8 November 1912. The World Centre does not have a Persian transcript for the 12 October talk but the Persian transcript for the second talk is published in "Khitábát". Study of this transcript reveals that the Persian version does not correspond to the English translation, and the reference to the punishment in question does not occur.2 In this instance, it seems to us that the apparent association of the punishment in question with the Torah and Jewish law may well be an artifact of the unreliability of the English transcript of the talk in which it occurs.
As to Mr. __'s request for further clarification concerning the implications of the statement concerning the degree of 'Abdu'l-Bahá's infallibility contained in the letter dated 3 June 1982 written on behalf of the Universal House of Justice and which is cited earlier in this memorandum, it is suggested that Mr. __ might find it useful to study the complete letter from which the passage of interest is drawn, since the letter contains additional elucidation about the nature of divinely conferred infallibility. Another useful resource is Shoghi Effendi's comprehensive explanation of the uniqueness of the station of 'Abdu'l-Bahá that appears in "The Dispensation of Bahá'u'lláh".3
Additional questions are raised concerning the historical accuracy of statements by Bahá'u'lláh and the Master. For example, Mr. __ mentions Bahá'u'lláh's references to the period in which Empedocles and Pythagoras lived and asks whether Bahá'í's believe, "as a matter of faith that modern historians are wrong on these points, or again, that the doctrine alone is infallible".4 To assist Mr. __ in thinking about these issues, we call to his attention the guidance contained in the following extract from a letter dated 3 November 1987, written on behalf of the Universal House of Justice to an individual believer. The letter states,
The Universal House of Justice has received your letter of ... and has directed us to convey the following in response to your question about Empedocles and Pythagoras referred to in the Lawh-i-Hikmat.
In a Tablet written in response to questions raised about this Tablet, 'Abdu'l-Bahá clarifies the perspective toward statements made by Bahá'u'lláh in the Lawh-i-Hikmat which differ from the current concepts of western historians. The Master states that histories of the times before Alexander the Great are very confused and that when the subject came under scholarly discipline in later times the greatest difficulty was, and still is, experienced in giving dates with any certainty. He further points out that the Words of Bahá'u'lláh are the standard and that the statements made in the Tablet of Wisdom are in accordance with certain of the historical records of the East.

In reference to the specific passage in the Lawh-i-Hikmat regarding Empedocles and Pythagoras being contemporaries of David and Solomon, the following is an excerpt from a letter written on behalf of the Guardian to an individual believer who enquired about this passage:
We must not take this statement too literally; "contemporary" may have been meant in Persian as something far more elastic than the English word.

It is noteworthy that at both the beginning and end of this section of the Tablet, Bahá'u'lláh indicates that He is quoting "some accounts of the sages". These would have been the historical accounts familiar to the person whom He is addressing in the Tablet. The fact that Bahá'u'lláh makes such statements for the sake of illustrating the spiritual principles that He wishes to convey, does not necessarily mean that He is endorsing their historical accuracy. In this connection it is interesting to note the answer given by the beloved Guardian's secretary on his behalf to a question about the "fourth heaven" mentioned in the Kitáb-i-Íqán. The translation of the passage is as follows:
As to the ascent of Christ to the "fourth heaven" as revealed in the glorious Book of Íqán, he [the Guardian] stated that the "fourth heaven" is a term used and a belief held by the early astronomers. The followers of the Shí'ah sect likewise held this belief. As the Kitáb-i-Íqán was revealed for the guidance of that sect, this term was used in conformity with the concepts of its followers.

Blest and beloved ones of `Abdu'l-Bahá!
To have been unable, owing to sad circumstances over which I have had no control, to keep in close and constant touch with you, the beloved children of 'Abdu'l-Bahá, since His passing from this world, is to me a cause of sad surprise and deep and bitter regret. To say that ever since the Dawn of a New Day has broken upon me I have in the least felt reluctant or disinclined to enter into relationship with every one of you, or felt indifferent to a Cause which is so close and dear to your hearts, would indeed betray every sentiment of love and fellowship which animates every one of us in our servitude to His Holy Threshold. It was rather my utter exhaustion, my profound feelings of sorrow, the overwhelming sense of my own position and responsibilities and the extreme pressure of work that have caused me to maintain such a long silence and seem forgetful of those brave and valiant lovers of the Master in that land.
Of the thoughts that sustained and comforted me during my hours of restful retirement was the realization, never dismissed from my mind, that in the German friends the Master will surely find loyal and grateful children who will repay the tender love and paternal care which He had for them with a devotion and service, so profound and lasting that will prove worthy of the many blessings that have been theirs in the past.
The news of your most spiritual gatherings, since the Great Plan of the Master as revealed in His Testament has been unfolded to our eyes; the formation and functioning of the National Body with efficiency and harmony; the extension of your activities; the widening of your correspondence; the generous and spontaneous help you have extended us in connection with our difficulties in the Holy Land and above all the spirit of ready devotion and ever-increasing zeal which is back of it all--these are sweet thoughts that cheer the bereaved Ladies of the Holy Household and encourage here and abroad the many friends who look forward to the hour when all the Master has promised His friends in Germany will come to be fulfilled.
Having returned to the Holy Land with a renewed vigour and a refreshed spirit, I shall not fail with the help of the Master to do my part in enabling you to carry on further and still further the Glorious Standard of Bahá to the very heart and uttermost confines of Germany and thus hasten the Day when the Spirit of Faith and Peace as revealed in the Cause of Bahá'u'lláh will fill the world and the darkness of strife be no more.

He Is God!
This servant, after that grievous event and great calamity—the ascension of His Holiness Abdul-Baha to the Abha Kingdom—has been so stricken with grief and pain and so entangled in the troubles (created) by the enemies of the Cause of God, that I consider my presence here, at such a time and in such an atmosphere, is not in accordance with the fulfillment of my important and sacred duties.
For this reason, unable to do otherwise, I have left for a time the affairs of the Cause, both at home and abroad, under the supervision of the Holy Family and the headship of the Greatest Holy Leaf—may my soul be a sacrifice to her—until, by the Grace of God, having gained health, strength, self-confidence and spiritual energy, and having taken into my hands, in accordance with my aim and desire, entirely and regularly the work of service, I shall attain to my utmost spiritual and aspiration.

He Is God!
To the servants of the Blessed Beauty and the dear friends of His Holiness Abdul-Baha!
Although the hearts of the people of Bahá are intensely burning on account of the great calamity (of the ascension of Abdul-Baha), and the sobbing and sighing of the friends have reached the ears of the Supreme Concourse and the Hosts of Holiness in the Abha (Most Glorious) Paradise, yet, because this day is the day of service and this hour is the hour of diffusing the fragrances, the friends of God must, like a bright flame, arise in service to the Cause of God and surpass one another (in service). They should be like penetrating meteors, expelling every disloyal covenant-breaker, in order that in the Preserved Tablet of God, they may be recorded with the group who has fulfilled the Covenant and Testament of God.
His Holiness, the Guardian of the Cause of God, the Primal Branch, the joy of the people of Baha—Shoghi Effendi—because of this great calamity, most painful event, infinite sorrow and the severity of the effect upon himself—has desired to travel for several days, that he may regain his health and have rest. Then he will return to the Holy Threshold, arise in service to the Cause of God and perform his duties.
According to a letter written by his own hand, which is enclosed, he has appointed this prisoner to supervise and manage the affairs of the Cause, through consultation with the Holy Family, during his absence. Therefore, this perishable one, temporarily, has organized an assembly to act according to the advice of the souls who were appointed and nominated by him—His Holiness Shoghi Effendi.
I am hopeful, that during the period of his absence, the friends of God and the maid-servants of the Merciful may show forth great efforts in the progress of the Cause of God, and the Cause of God may spread rapidly.
Verily, He is Compassionate and Merciful to His Servants.

In an electronically mailed communication dated 22 September 1994, Mr. ... raises a number of questions related to the above subject. His questions seem mostly to arise from a statement made by Philip Hainsworth in the introduction to the collection of letters published in "Unfolding Destiny: The Messages from the Guardian of the Bahá'í Faith to the Bahá'í Community of the British Isles" (London: Bahá'í Publishing Trust, 1981). In 1979, Mr. Hainsworth wrote:
Prior to April 1941 when Amatu'l-Baha Ruhiyyih Khanum began to write to the British Bahá'ís on behalf of the Guardian, he had had few helpers and his secretaries had caused him much suffering. Their names are not mentioned in this book and only their letters which carried the Guardian's handwriting as a footnote or contained words which indicated they were writing as instructed by him have been used. (p. xvii)
Rather than address Mr. ...'s questions point by point, we provide the following information and comment which would seem to illuminate all of the questions he has posed.
The Research Department has no information about why, specifically, the editors of "Unfolding Destiny" decided that letters written by the Guardian's secretaries on his behalf could not be included in the book unless they were accompanied by notations in the Guardian's handwriting. Mr. ... may wish to inquire further from Mr. Hainsworth or from the Publishing Trust in this regard.
The following statement, referred to by Mr. ... and published in "Principles of Bahá'í Administration" without a date, was added by Shoghi Effendi to a letter written on his behalf to an individual on 7 December 1930. He wrote:
I wish to add and say that whatever letters are sent in my behalf from Haifa are all read and approved by me before mailing.1 There is no exception whatever to this rule.
This clear statement of Shoghi Effendi was written in response to the following question:
Can you make a statement which would establish the authenticity of your letters written by Ruhi or Soheil with your P.C. [sic] attached. There are still some people who continue to feel that these letters are not authorized by you and only express the personal opinions of the above writers.
The other extract quoted by Mr. ... also indicates that "the secretaries of the Guardian convey his thoughts and instructions and these messages are authoritative", albeit "certainly not the same" as words from his own pen:
Although the secretaries of the Guardian convey his thoughts and instructions and these messages are authoritative, their words are in no sense the same as his, their style certainly not the same, and their authority less, for they use their own terms and not his exact words in conveying his messages. (25 February 1951 to the National Spiritual Assembly of the British Isles)
A third pertinent extract is the following:
The infallibility of the Guardian is confined to matters which are related strictly to the Cause and interpretation of the teachings; he is not an infallible authority on other subjects, such as economics, science, etc. When he feels that a certain thing is essential for the protection of the Cause, even if it is something that affects a person personally, he must be obeyed, but when he gives advice, such as that he gave you in a previous letter about your future, it is not binding; you are free to follow it or not as you please. (17 October 1944 written on behalf of Shoghi Effendi to an individual)
From the above extracts it seems fairly clear that letters written on behalf of Shoghi Effendi "related strictly to the Cause and interpretation of the teachings" constitute authoritative Bahá'í text, while any personal advice which they may contain is not binding. The Guardian's statement that he reviewed every letter written on his behalf without exception makes it clear that the authority of the letters was independent of whatever personal "sufferings" might have been caused by certain secretaries, and that there was no "delegation" whatsoever of his interpretative authority, but merely a use of secretarial assistance for his huge burden of correspondence.
On December 13, 1951, Shoghi Effendi sent a cable titled "Old and New Covenant-Breakers" noting "increasing boldness, marked, tragic decline in character and spiritual condition grandchildren 'Abdu'l-Bahá."

Important Letters from Shoghi Effendi and Bahaeyeh Khanum, the Greatest Holy Leaf

Bagdadi. This photograph and the following original letter (from the Greatest Holy Leaf) reached this country after the same recently sent out by the National Spirtual Assembly to the Assemblies throughout America:
He Is God!
This servant, after that grievous event and great calamity—the ascension of His Holiness Abdul-Baha to the Abha Kingdom—has been so stricken with grief and pain and so entangled in the troubles (created) by the enemies of the Cause of God, that I consider my presence here, at such a time and in such an atmosphere, is not in accordance with the fulfillment of my important and sacred duties.
For this reason, unable to do otherwise, I have left for a time the affairs of the Cause, both at home and abroad, under the supervision of the Holy Family and the headship of the Greatest Holy Leaf—may my soul be a sacrifice to her—until, by the Grace of God, having gained health, strength, self-confidence and spiritual energy, and having taken into my hands, in accordance with my aim and desire, entirely and regularly the work of service, I shall attain to my utmost spiritual and aspiration.

Letter from the Greatest Holy Leaf, Bahaeyeh Khawwm, sent to the Editors of the STAR OF THE WEST:
He Is God!
To the servants of the Blessed Beauty and the dear friends of His Holiness Abdul-Baha!
Although the hearts of the people of Bahá are intensely burning on account of the great calamity (of the ascension of Abdul-Baha), and the sobbing and sighing of the friends have reached the ears of the Supreme Concourse and the Hosts of Holiness in the Abha (Most Glorious) Paradise, yet, because this day is the day of service and this hour is the hour of diffusing the fragrances, the friends of God must, like a bright flame, arise in service to the Cause of God and surpass one another (in service). They should be like penetrating meteors, expelling every disloyal covenant-breaker, in order that in the Preserved Tablet of God, they may be recorded with the group who has fulfilled the Covenant and Testament of God.
His Holiness, the Guardian of the Cause of God, the Primal Branch, the joy of the people of Baha—Shoghi Effendi—because of this great calamity, most painful event, infinite sorrow and the severity of the effect upon himself—has desired to travel for several days, that he may regain his health and have rest. Then he will return to the Holy Threshold, arise in service to the Cause of God and perform his duties.
According to a letter written by his own hand, which is enclosed, he has appointed this prisoner to supervise and manage the affairs of the Cause, through consultation with the Holy Family, during his absence. Therefore, this perishable one, temporarily, has organized an assembly to act according to the advice of the souls who were appointed and nominated by him—His Holiness Shoghi Effendi.
I am hopeful, that during the period of his absence, the friends of God and the maid-servants of the Merciful may show forth great efforts in the progress of the Cause of God, and the Cause of God may spread rapidly.
Verily, He is Compassionate and Merciful to His Servants.

The cablegrams concerning the declaration of Ruhi Afnan a Covenant-breaker include one from December 13, 1951 titled "Old and New Covenant-Breakers" where Shoghi Effendi says, "Evidences multiplying attesting Ruhi's increasing rebelliousness, efforts exerted my eldest sister pave way fourth alliance members family Siyyid 'Alí involving marriage his granddaughter with Ruha's son and personal contact recently established my own treacherous, despicable brother Riaz with Majdi'd-Din, redoubtable enemy Faith, former henchman Muhammad-'Ali, Archbreaker Bahá'u'lláh's Covenant. Another cablegram sent May 17, 1953, titled "Treacherous Ruhi Afnan", stated "Treacherous Ruhi Afnan, not content with previous disobedience, correspondence with Ahmad Sohrab, contact with old Covenant-breakers, sale, in conjunction with other members of family, of sacred property purchased by Founder of Faith, and allowing his sister to marry son of 'Abdu'l-Bahá's enemy, is now openly lecturing on Bahá'í movement, claiming to be its exponent and is misrepresenting the teachings and deliberately causing confusion in minds of authorities and the local population. Inform National Assemblies."
