June 23. On this date in 1969, the Universal House of Justice wrote the NSA of Peru "...if a Bahá'í has a civil marriage ceremony only, he is subject to loss of his voting rights. If the Assembly is satisfied that such a couple is repentant, their voting rights may be restored on condition that they have the Bahá'í ceremony."
