On this date in 1994, the Universal House of Justice addressed a letter to the National Spiritual Assembly of the Bahá'ís of the United States regarding the functioning of Bahá'í Administration institutions, stating "The Counselors are members of a continental, as distinct from a national, institution, and they occupy a rank higher than that of the National Spiritual Assembly"
