On this date in 1973, the UHJ wrote an NSA that "The degree to which a community should be active or passive towards a believer who is deprived of his voting rights depends upon the circumstances in each individual case. Obviously, it is desirable that such a person should come to see the error of his ways and rectify his condition. In some cases friendly approaches by the Bahá'ís may help to attain this; in other cases the individual may react more favourably if left to his own devices for a time."
