March 15. On this date in 1953, Shoghi Effendi said "The Hands of the Cause and the Administrative Order complement one another. Function of the Guardian - interpretation; Hands, protect and propagate; Universal house of Justice - legislate; National SAs - administrate these laws. Bahá'u'lláh established the Institution of the Hands of the Cause; the Master embodied it in His Will and Testament. The machinery is established for the establishment and propagation of the Faith."
